Plan of the city of washington in 1792 - Library of Congress. A congressional resolution has the potential to train millions of young Americans in the building of a twenty-first-century civilian infrastructure. This paper speculates that such a resolution is made available to the communities of Anacostia in support of the greening and radical reconfiguration of their civilian infrastructure and physical spaces.
